Mountaineers are not paratroopers are not engineers are not regular infantry.
I’d say it takes training to be in a specialized role, so switching from (for instance) paratroopers to mountaineer makes the unit lose experience. Negotiating wintery mountain passes while fighting is a skill that is not really prevalent in a paratrooper.
